1. Recruiting, appointing, promoting, or disciplining employees, including dismissals. However, appointments for positions equivalent to department heads or higher require board approval.

2. Defining procedures for employees that comply with the GLO’s rules and regulations.

The Board supervises, controls, and formulates policies for the GLO to meet its objectives. Its authority includes:

1. Issuing regulations or rules for achieving objectives.

2. Establishing rules for meetings.

3. Organising work divisions and procedures.

4. Determining job positions, salaries, benefits, and employee welfare.

5. Issuing rules on recruitment, appointments, promotions, dismissals, discipline, and penalties, including rights for employees to appeal disciplinary actions.

6. Establishing rules for payments such as travel allowances, per diem, accommodation, overtime, and other expenses.

7. Setting ticket prices, sales methods, and appointing lottery agents.
